The City of East Providence is seeking a qualified candidate for the consolidated position of Finance Director. Under the direction of the City Manager and the Superintendent of Schools, this position assumes responsibility for the direction, planning, coordination and administration of the financial affairs of the city, including its school department. Plans, organizes and supervises the divisions of the consolidated municipal and school finance and business offices, including purchasing, accounting, treasury, tax assessment, financial reporting, payroll, controller, and MIS. Responsible for management of state, federal, enterprise and other funds. Accountable for maintaining the highest possible financial rating for the city and ensuring compliance with all Rhode Island Department of Education regulations. This position serves as a member of the executive leadership team on an organization-wide and community basis to ensure that public services are provided in alignment with the strategic objectives of the municipal government and the school department.

  • Functions as the chief financial officer for all municipal and school operations. Exercises oversight authority and broad discretionary judgment to manage all functions and resources of the consolidated municipal/school finance department to achieve the organization's priorities and objectives. Ensures that department operations conform to local, state, and federal government regulations, and other applicable rules and policies.

  • Minimum education and experience requirements include a Bachelor's Degree from an accredited learning institution; and five (5) or more years of employment in an administrative capacity involving full responsibility for the supervision of budget development, accounting, purchasing, assessment, investment and collection operations for a governmental organization, or comparable experience in private industry. Preferred qualifications include ten (10) or more years of experience as described above, a Master's Degree in Accounting, Business Administration, Public Administration, or a related field, RI Department of Education (RIDE) certification, and/or Certified Public Accountant certification. Preferred qualifications also include thorough knowledge of the principles of governmental and/or school accounting and finance; proficiency with computerized financial systems, including system implementation and/or transition; ability to write instructions, procedures, policies, and opinions; ability to make oral presentations; ability to evaluate accounting systems and methods and to establish and supervise a comprehensive consolidated accounting and recording system; considerable knowledge of modern methods and practices of public administration with special reference to budgetary and financial administration; knowledge of purchasing principles and practices and regulations governing municipal procurement; and ability to multi-task while juggling multiple priorities, reach consensus, and create culture of collaboration and accountability.
